The Old Testament people needed sheep-like offerings to worship. It was also necessary to worship and to give wealth to God whenever they sinned. If they couldn’t afford it, they will have offered a baby pigeon to God.
If they couldn’t afford it, that was just an excuse. None of the priests could be excused free of charge. It had to be paid. If it were just a sacrifice that God simply exempts, there would be no reason for God to crucify His Only Begotten Son, Jesus Christ. Because of that sacrifice we can worship freely.
We must look and reflect again at how we free worship. Since it is a free worship, it must not be offered to God with comfort and is necessary to look back at our hearts. Are we worshiping the best that we can to God?

6 As a penalty for the sin they have committed, they must bring to the Lord a female lamb or goat from the flock as a sin offering; and the priest shall make atonement for them for their sin.
7 Anyone who cannot afford a lamb is to bring two doves or two young pigeons to the Lord as a penalty for their sin—one for a sin offering and the other for a burnt offering.
